tash: I'm not sure. They don't seem big enough to serve a purpose, though many rooftops are used here as "backyards" so maybe this serves as a fence of sorts? I saw kids playing on the roofs (riding bikes etc.).

The colors are great - that green is amazing. They sure liven up the building. Are the posts purely decorative?
They nearly matched the color of this building with the sky. Bright colors, a cheery place to visit.
