Just outside of the frame there are two bike cops arresting someone. I love that we have police officers on bikes! They seem quite friendly too (if you are on the right side of the law).
We have cops on bikes and on Segways! It's all part of the Chief of Police's community policing efforts. Don't know if it's working, though. The MPD isn't exactly known for being stellar.
And I've got to vote with the Professor: Definitely a fashion don't. Someone needs to get that woman a personal shopper and a fashion consult!
(Having said that, I'm now going to switch sides and say, I wish I saw more fashion freedom like this in D.C. We're too stuffy here.)
The cops call in for a squad car to come get the perp and stick around until they get there to haul them off to the closest cop-shop. In this case, it would probably be the West Precinct at 8th Ave & Virginia St, which is only a couple blocks from where this picture was taken.
As for the "fashionista"...um, please say you're being sarcastic! I'm sorry but I wouldn't even classify what she's wearing as even an "outfit"! It's just so...well...ugh! Looks like a big No-no to me! (Tho' I do see you were liking the blue in her top matching the hat...)

So many fashion critics! I can't say that I'd wear what she is wearing, but I have to go along with DC and say that at least you see variety here on the Hill. That I like!

We too see cops on bicycles during the non-snow months. They have the best bikes around...other than my wheels. ;)
